Since we posted the article about needing fewer documents for work permit reapplication China Work Permit Applications Are Getting Easier we received many inquiries about the Measure 7 in the article:
For foreigners who have ever been granted a China Work Permit, if they come to China work again, a certificate (diploma) of highest academic degree is not required. If they apply for the same working position as the previous one, new working experience is not required. If the new application is submitted at the time that within the validity of the previous Residence Permit for Work, a non-criminal record certificate is not required.
This measure is applicable to both work permit reapplication or for transferring to a new company. So, in which situation you can transfer your work permit instead of reapplying? And how is it done?
If your current Residence Permit for Work is still valid and you plan on changing to a new company to do the same occupation, you can choose a work permit transferring.

Previous Employer
Apply for a cancellation letter for the previous work permit
New Employers
New employers should provide the following documents:
Employment application form for foreigners
Photocopy of Business License
Applicants
Application Form for Foreigner's Work Permit
Document of the cancellation of the previous work permit
Valid Passport
Working experience (not a required document for all applicants depends on situations).
Job offer - it should include the information about department, position, specific work content, work duration and signature of the applicant and official seal of the new employer.
Certificate of highest degree (not a required document for all applicants depends on situations).
Non- criminal record (not a required document for all applicants depends on situations).
* Please Note
1. Above is the most documents you’ll need in any city - some cities like Guangzhou have made it simpler: non-criminal record, working experience, and highest academic degree are not required.
2. Required documents for transferring your work permit differ when changing job between companies, representative office, company to representative office, or representative office to company.
3. Required documents are different if you are holding Alien Employment Permit, rather than a China Work Permit. In Guangzhou, the highest academic degree is required if the applicant is holding an Alien Employment Permit. The exemption of submitting highest academic degree is for applicants holding China Work Permit.
4. To guarantee the authenticity of all documents, a clear indication and stamp are required for any modification.
5. Translation into to Chinese is required for any foreign language documents.
If your previous Residence Permit for Work has expired or you're changing to a new company for a different occupation, you will have to reapply for a work permit .
